Rhinag is a level 8 quest giver located in a rock formation just southwest of Rocktusk Farm in the orcish starting zone of Durotar.
He starts the quest 
[9] Need for a Cure.
Since patch 3.0.2, Rhinag is no longer hidden in the rocks, he simply stands in front of them, making him easier for player to spot.
