The Roughshod Pike is located in Lower Blackrock Spire.
Directions to find
Directly across the room from the entrance to the room with the Ogre boss, you'll see two sleeping Scarshield Legionnaires. On the wall behind them are you pikes waiting for you to pick them up. They do have gears when you mouse over.
