The Sand-Covered Hieroglyphs can be found in a building^{[39.7, 45.2]}

in the southern end of Orsis in Uldum. Beneath the hieroglyphs is the sacred receptacle holding [The Scepter of Orsis] which can only be unlocked and opened after a short quest chain.
