The Scarshield Quartermaster guards the Orb of Command used to teleport into Blackwing Lair. Warchief Rend Blackhand calls the quartermaster an incompetent idiot.

Whilst his portrait bears the silver dragon indicating a rare mob, he is actually one of the fastest spawning mobs in the game (1 minute 40 seconds).
