This item is a rare World Drop. Statistics are insufficient to distinguish which mobs might more often drop it, other than to point to mobs of levels 40-50.

Note that this item has been rendered superfluous by the Burning Crusade expansion, as the recipe for Spellpower Goggles Xtreme is now available from the master Engineering Trainers.
