Seer Skaltesh is a level 60 npc located in the Crystal Hall in the draenei capital of the Exodar.
He offers a player the opportunity to see invisible elemental spirits for a brief while, for free. There are in fact numerous elemental creatures throughout the Crystal Hall, invisible to the naked eye without Skaltesh's buff.
After talking to Seer Skaltesh, the player receives an 
[Elemental Sapta] in his or her inventory. The potion must be consumed within five minutes, and will grant Sapta Sight for one minute.
