This item drops from General Drakkisath, the final boss in Upper Blackrock Spire.
Notes
If farming for a rare cloak, Rogues and Hunters may find the Cape of the Black Baron more desireable due to its similar base stats, but with an additional +20 to Attack Power. That cape drops from Baron Rivendare in Stratholme Dead, which can be completed in 1/3 the time it take to finish Upper Blackrock Spire.
