Shadow Weaving is a priest talent which buffs the priest, increasing all shadow damage done by the priest by 2% per stack. Each point increases the chance to apply the debuff by 33%, for a maximum of 100% chance.

Patch changes
Patch 2.1.0 (22-May-2007): Shadow damage increase per application lowered to 2%, to a maximum of 10%.
Was 3%, to a maximum of 15%.
/Patch 3.0.2 (14-Oct-2008): Changed to a self-buff for the caster. Lowered to 3 ranks.
Notes

Shadow Weaving is one of the most important talents for Shadow Priests. The 10% damage increase means that a Shadow Priest can add more than 100 damage per Mind Blast at the highest level, more DPS for one's Shadow Word: Pain, more damage for one's Vampiric Embrace... outright increasing their effectiveness significantly.
