The Steward of Time is a level 70 bronze dragon NPC at the entrance of the Caverns of Time.
He starts the quest 
[66] To The Master's Lair. To players who have completed this optional quest (or the next step, [68] The Caverns of Time), he instead offers a flight on dragonback to the central part of the Caverns.
