The reduced threat is only useful in PvE combat. The dispel resistance is, with a few exceptions, mainly useful in PvP combat.
This talent is popular 'filler' for high level Restoration druids, as you have two points to spare after taking Natural Shapeshifter (which is a prerequisite for Master Shapeshifter) and the Naturalist talent doesn't improve your healing if you never cast Healing Touch.
Patch 3.0.2 (2008-10-14): Now a 3-point talent, down from a 5-point talent. Also moved to Tier 2, up from Tier 3. Also now only reduces threat for Restoration spells, and reduces the chance that your healing over time spells (Lifebloom, Regrowth and Rejuvenation) will be dispelled, rather than all Druid spells. Threat management for Balance can now be found in the Balance tree, within Nature's Reach.
