Sunblade Lookouts appear on the north-eastern balcony of the Terrace of the Sun in theSunwell Plateau. They will fire, unsuccessfully and quite pitifully at players doing bomb runs in the Dead Scar as they pass by the terrace, they do not appear in the instanced version of the Sunwell Plateau.
