Since introduction of patch 2 the recipe is sold by Kylanna Windwhisper in Feathermoon Stronghold and maybe Algernon in the Undercity.
Superior Mana Potion drops from level 40 - 55 mobs and can be fished from level 40 - 55 zones.
Notes
This potion shares the same 1 minute cooldown as all other healing and mana potions, provided the imbiber is out of combat.
