Swing is an action (character animation) that occurs when your weapon deals damage (unless the target dodges).[citation needed] 

On-swing attacks wait for your next swing to happen (Ability hunter raptorstrike [Raptor Strike], Ability rogue ambush [Heroic Strike], Maul.) They are opposed to instant attacks.
