The Sword is the weapon of the artist, being a refined and elegant choice, based largely on economy of effort, and spacial awareness. Since the sword blade occupies such a small volume, compared to an axe or mace, it becomes especialy important to ensure it is in the right place at the right time.
This means the sword wielder typically focuses on speed over power, and precision over force. Masters of the weapon can often make the sword blur, so fast are their attacks, and often hit twice for every one of the enemy's hits...

Functionality

Sword Specialization gives the Warrior a chance to deliver a second blow to the same target, while wielding a one or two-handed sword.

Notes

The best weapon spec for PvE as it provides the biggest DPS boost, assuming you have no problem obtaining good Sword weapons of course.

A decent weapon spec for PvP, unless you are more into control-type matches where Mace Specialization would benefit you more.

It is a common misconception that Sword Specialisation can only proc off of normal (white) swings. This is NOT the case and is likely confusion over Windfury Totem. Windfury only procs of normal (white) swings. Sword Specialisation procs from ANY attack, including special attacks. Note that it counts Whirlwind as a single attack for chance of proc.

Sword Specialisation attacks used to be able to proc from themselves so, on rare occasions, you might see 3-4 additional attacks. This was changed in 2008 (patch number?) so that Sword Specialisation cannot proc from its own attacks.

A good choice of Specialization, particularly considering that the second attack has the same chance of going Critical as any other attack.
