These can be pickpocketed from any mob with the word "Syndicate" in its name (between levels 20-30 usually). These mobs are all part of the Syndicate faction, which ultimately has no rewards in itself. Also, unlike all other factions, killing them causes no loss in reputation, so there really is no downside to it.
