The Syndicate Watchman is a torch-wielding lower-level lackey of the sinister criminal organization called the Syndicate. They can be found in the Syndicate controlled areas of Hillsbrad Foothills, Durnholde Keep, and the ruined watch tower immediately south of it. High Executor Darthalia in Tarren Mill has put a bounty on them.
