Once you have Friendly reputation with the Kirin Tor faction, you can speak to  Archmage Alvareaux in Dalaran to purchase this tabard.

Note that mages start out as Friendly, so it is possible to get this tabard at any level on a mage.

The tabard costs 1 , but since you must be Friendly to purchase it, the most you will have to pay is 95 .
