The Tabard of the Protector is a tabard earned for completing the quest 
[60] Into the Breach at the Dark Portal in the Blasted Lands. It looks just like the Tabard of the Argent Dawn, but has some kind of AoE effect that is supposed to make your character look "heroic".

The Tabard of the Protector
The Tabard of the Protector appears to be part of the world event before the launch of World of Warcraft: The Burning Crusade. It is unlikely, due to the calm state of the Dark Portal in the beta test, that this will be available after the end of the world event.
Activating the tabard, to "show how heroic you are" causes an effect similar to 
[Holy Nova] (no damage though) around your character, and causes you to flex (emote) your muscles.
