As a Daze effect, shouldn't this spell be able to dismount mounted players?

Spell? Physical? Edit

I've been looking around for information on this 'spell'. I assume that it's effected by spell hit, but the spell itself can 'miss' which is usually a sign that it works of hit rating. So which is it? Spell hit? Or hit rating?
