He's not. Quest:The_Path_of_the_Righteous#Progress. He refers to the bronzes mistrust of the mortal races as "their" mistrust, not "our". That and the language used in the other quests he gives make it pretty clear.Warthok Talk Contribs 23:45, 18 October 2008 (UTC)

Quest:What_Tomorrow_Brings. Further seems to confirm he is a night elf. Nothing that is absolutely confirms he can't be a dragon himself, but i think it's pretty clear he was a night elf saved by anachronos.Warthok Talk Contribs 09:55, 7 December 2008 (UTC)
