I do not know, they might be, but when I saw them my first thought was 'Skeletal mage with a bigger head'. I do not see any fundamental difference between them.[1] Most of the 'Races based on model name' pages stated when a new race came around that did not have a name (Drakeadon), and the model name was attached to it. Not a new model name came around and it had to be a new race. It may be a race, but it may be a 'Northrend Skeletal Mage' (Like Raptor/Outland raptor) that the developers did not choose to label as such.
