Item or enchantEdit

Could a tailor please confirm some of the details? My open questions:

• Is it an item (like an enchant scroll) or is it truly just an enchant (a spell)?
• Does it require 420 or 400 tailoring? The descrepancy might be because it's an item. WoWHead shows that it requires 420 to learn from a trainer, but shows it gray upon learning (which is odd). But the tooltip says it requires 400 tailoring to use, perhaps suggesting it's an item?

Neither Edit

Darkglow Embroidery is neither an item nor an enchant. It is an action that you can take to enhance your own pants. It is most similar to enchants pre-vellum however, in that you start with mats and an item, and by consuming those mats you improve the item.
