Prior to my revision enchants were ordered mostly alphabetically with the exception of the BC enchants which were placed at the top of each section. When folks visit this page they are typically going to be looking for level-appropriate enchants. As such it makes more sense to order them by enchanting level and then alphabetically within a given enchanting level. Additionally each section isn't large enough to warrant giving alphabetic order precedence over enchanting level order.

Additionally, even though Spellsurge is a periodic effect I moved it from the "Chance on Hit" section to "Effects" because the effect does not proc from a hit. If there is a strong desire to move it back then the "Chance to Hit" section should be renamed to something more generic (e.g., "Periodic Effects" or the like.)
