Lovely, research so far yields a 3rd possibility:

SnD_Speed = Weapon_Speed / (1.0 + SnD_Buff)

2.80 / (1.0 + 0.3) = 2.80 / 1.3
                   = 2.15384 Hits/s

This is actually the same as my 2nd method, but is probably a clearer way to state it, especially when you start stacking speed buffs.
