Can a 70 get this item for me and then apply it to my helm? I am a 49 twink warlock. Will the enchant work, or can you not apply it to soulbound items?

I am assuming that this item is similar to runic spellthread. As a 49 you yourself can not apply it to your gear, however you can get a higher level person to do it for you.
