"Neutral towns"? Edit

If this still goes in category "Towns", should it not be "Neutral Towns"? If not, what is the critera? --Eirik Ratcatcher (talk) 19:59, 11 June 2009 (UTC)

Maybe because unlike the thre other tuskar towns, their capital is no longer under their control.
