Frost Bug?
I was reading some post on elitistjerks.com and apparently, this talent is "bugged" in that it still grants +2% chance to hit/lvl for FROST spells. Testing on my mage seems to have confirmed this as 130 hit rating (10.3%) and 3/3 elemental precision only had a .7% chance to resist as opposed to 3.7% chance (tested with 1100 frostbolts). The last note is interesting as it suggests that this bug may allow you to overcome the inherent 1% chance to resist though more testing is required. Nonetheless, I was wondering if the page should updated to mention this bug.

EDIT: after further testing, elemental precision does not overcome the 1% guaranteed resist chance... but it does grant +6% hit to frost spells. Darknight411 04:33, 20 March 2008 (UTC)
This is not entirely correct, the additional 3% +hit only applies to Frostbolt, not to other Frost spells (e.g. Ice Lance).

Prove that with a documented test. The only documentation that I've seen linked to date only ever shows frostbolt getting 6%, not ice lance only getting 3%.
