The entirety of the project is explained in the conversation between Sharth Voldoun and Pathaleon's Image at the top of the Firewing Point tower. The conversation is a scripted event that runs continously very often, but will break immediately if a player aggroes Sharth (Pathaleon will instruct Sharth to attack the intruders).
