My brother recently looking for these Encoded Fragment I referenced this site but not only did the quest item drop from Forest Ooze but also the Mosshoof Courser. I think maybe the rate is higher than that of the Forest Ooze. Although he claims that compared to slaying Mosshoof Courser he found most of his Encoded Fragment needed.
