In 3.0.2, the four quest fish did have a 100% catch rate (I did the quest on three different characters). This change appears to have been stealth reverted in 3.0.8 or 3.0.9 (I attempted the quest today on another character). Since neither was ever documented, it's quite possible that the 100% catch rate was never intended to begin with. So bring some lures and a beer, it's going to take a while.
