Is the up to 3 a variable or always 3 if there are at least 3 on the toon?

Threat raiser?

Does Righteous Defense have the same secondary effect as Taunt -- i.e. raising your Threat level to be equal to whomever the mob currently has aggro on -- or is it like Mocking Blow, in that it forces the mob to attack you for a few seconds but does nothing to affect your Threat level afterward?

It works like taunt.
