Friendly to the Horde?Edit

I'm on my Blood Elf mage right now standing in the middle of town....and no one has tried to kill me. I can even accept quests here. The only other time I've been here is on Alliance, so maybe I never knew the town was neutral. Is there any explanation for this? The Night Elves don't seen to be associated with the Cenarion Circle, and there's a dwarf among them as well, so I have no clue why they'd be friendly to a blood elf.
