"Tier set" was made up by the fanbase in order to describe the different armor sets. It's not official, and the official set names are separated into "Dungeon set" and "Raid set," with the AQ40 BD reward sets being presumably an unofficial raid set between Raid Set 2 and Raid Set 3.
