Taste for Blood is a passive talent in the Arms tree, you will need to spend 18 points in Arms to max it.
It will allow you to use Overpower, if your enemy is bleeding (and not only, if he / she / it dodges).

Tips and Tactics
Particulary combined with Glyph of Overpower and Unrelenting Assault it will increase the damage possible with Overpower.
Mention, that Rend ticks only all 3 seconds, so it could happen, that the first Overpower from Taste for Blood occurs not before 9 or 12 seconds.
