This automagically gets pulled in when you click e.g. "Add a new comment" in {{talk}}, via "&preload=template:newtalk".

It is not possible to <noinclude> stuff in templates that are preloaded, hence the lack of documentation in the template itself. Don't attempt to add any, please :-)   --Mikk (T) 09:32, 14 September 2006 (EDT)
