The Masquerade is related to the seasonal world event Hallow's End. Completing this achievement is criteria for the meta achievement 
[Hallowed Be Thy Name].
Locations
Hallowed Wands can be found within 
[Treat Bag]s, a reward from Trick or Treating with innkeepers, and 
[Crudely Wrapped Gift]s, related to the seasonal daily quests:

Note that 
[Hallowed Wand - Random] transformations will not give credit towards the achievement, as of the Hallow's End event in 2008.
