The Rokk <Master of Cooking>[62, 16] is a male goblin in the Lower City of Shattrath, located between the netherdrakes and the arakkoa refugees.
His staff consists of:

Daily cooking quests
Each day The Rokk offers one of four level 70 daily cooking quests. Each quest requires a minimum Cooking skill of 275, and two require flying:

A good tip is to always choose the Crate of Meat as your reward, until you have all recipes available from it, because it might contain items you need for your next daily cooking quest. When you have all of the recipes Crate of Meat has to offer, switch to Barrel of Fish in order to obtain the remaining recipes.
Background
The Rokk is likely a reference to Dwayne "The Rock" Johnson, with some of The Rokk's comments ("Do I smell something tasty?" and "What smells so good?") alluding to Johnson's famous tagline of "Do you smell what the Rock is cookin'?".
