Thorium Headed Arrows were the second most powerful arrow in Azeroth, right behind the Doomshot, until the addition of Wicked Arrows in patch 2.0.1. If one can overcome the expense of crafting Thorium Shells to trade for them, these arrows are quite useful for the span of three levels from 52-55, when Wicked Arrows become usable.

Thorium Headed Arrows are a quest reward from the following repeatable quests:
[60] Arrows Are For Sissies given by Artilleryman Sheldonore in Ironforge
[60] A Fair Trade given by Bounty Hunter Kolark in Orgrimmar
Each quest requires you to turn in 200 Thorium Shells.
Notes
SCAM WARNING - If purchasing shells through the auction house to turn in for this quest. Be careful of the number in each stack. There are often stacks of 20 or 100 Thorium Shells for slightly less than the stacks of 200.
