Frozen Power is a shaman talent in the Enhancement tree, available after spending 15 talent points. It increases the damage done by 
[Lightning Bolt], 
[Chain Lightning], 
[Lava Lash], and Shock spells on targets afflicted by the debuff caused by [Frostbrand Weapon]. In addition, [Frost Shock] has a chance to root the target for 5 sec. if it's more than 15 yards away.
Patch changes
Patch 4.0.1 (2010-10-12): No longer increases damage of Frostbrand Weapon. Now increases damage done by Lightning Bolt, Chain Lightning, Lava Lash, and Shock spells on targets afflicted by the debuff caused by Frostbrand Weapon. - Hotfix (2009-04-21): The damage bonus of the Frozen Power talent should no longer affect boss creatures.
- Patch 3.1.0 (2009-04-14): Added.
