Tier has two common meanings in World of Warcraft.

Armor Edit

All classes in World of Warcraft have unique armor sets designed specifically for their own usage. Armor sets obtained through raiding are designated by tier.

Talent trees Edit

Prior to Mists-Logo-Small Mists of Pandaria, talent trees were arranged into tiers, with higher tiers requiring more talent points.
