Time-Twisted Geists can be found within the Ruby Dragonshrine of the End Time instance. A pack of them usually travels with one of the Time-Twisted Scourge Beasts, though some of them can be found presumably feasting on one of the Scourge Beasts with a flock of Time-Twisted Shadowtalons.
