Tobias Seecher is a level 52 prisoner inside the Halls of the Law of Blackrock Depths. He is a member of Marshal Reginald Windsor's former band of heroes, but was captured by the Dark Iron dwarves alongside the marshal. His name is a reference to the character Tobias Beecher from HBO's prison drama Oz.
