Tobias the Filth Gorger is a level 62 quest giver located in the Lower City of the neutral Shattrath City.
He starts the quest

Wrath in Shattrath
Tobias was reported to be the source of the "Silent and Deadly" stench going in Shattrath. When he was being interviewed by Strombone he vomitted and caused everyone arround him to vomit too, a kid began to run away and someone shout "run for your lives".[1]
Strangely, his in-game voicing is of a normal broken compared to his unique voice acting done in News From Outland: Crisis at Da Portal!.[1]
