Togar is an orc trade goods vendor that will sell items to players for Justice points. He can be found in the upper section of Grommash Hold^{[48.6, 72.8]}

in the Valley of Strength in Orgrimmar. The section is reachable by flying mount or by taking the ramp behind the Hold up to the rope bridge.
