Tom Chilton is the 
[Blizzard] employee who often goes by the alias Kalgan. He is Lead Designer responsible for game systems and balance in World of Warcraft.

Beginning with its third add-on in 2001, he was one of the lead designers for Ultima Online through its fifth add-on in 2003.
