Tooga is a talking turtle, a level 45 quest giver located just southeast of Thistleshrub Valley in the contested territory of Tanaris.
He starts the quest 
[50] Tooga's Quest, which is timed (30 mins) and will send you – with him in tow – to his wife Torta, who resides near Steamwheedle Port. It is very simple and easy, but all party members must stay close to Tooga en route. If you mount up and go on ahead of him long enough, you'll fail the quest even though he might survive. He is able to fight on his own, and will aid you to some extent in your adventures for a short period of time.
Notes
Both Tooga and his wife, Torta, are a split of the word "Tortuga," which is the Spanish word for turtle.
