Vendors (trade supplier, tradesman, or tradeswoman) for these items can be found in just about every major city or village. Depending upon the specific vendor, they can sell a variety of tradeskill-related items, including ingredients, reagents, and tools. Generally, they are found nearby profession trainers, or sometimes are profession trainers themselves.
