Training Dummies are mechanical NPC's that enables you to test your dps out on different level mobs. Training dummies are currently located in all of the capital cities.
You can gain melee Weapon skill by fighting dummies and hitting them with special melee abilities i.e 
[Heart Strike], 
[Heroic Strike] etc but will take much longer than fighting an NPC. Ranged weapon skill cannot benefit from this. You cannot be marked AFK while doing this.
