Trick of Treat! is related to the seasonal world event Hallow's End. Completing this achievement is criteria for the meta achievement  [Hallowed Be Thy Name].

Generally speaking, locate an inn that you can set your hearthstone to and interact with the candy bucket there. It is almost always placed next to the innkeeper. Note that there are some inns that do not have a candy bucket.
