Trick of Treat! is related to the seasonal world event Hallow's End. Completing this achievement is criteria for the meta achievement 
[Hallowed Be Thy Name].

Receive a  [Handful of Candy] from one of the Candy Buckets located in an inn.

Strategy
Go to any friendly inn where you can set your Hearth point. Find the candy bucket. Complete the quest. Any qualifying inn will do.
