Elder Winterhoof is a level 60 quest giver located at Booty Bay in the contested zone of Cape of Stranglethorn. He is only available during the Lunar Festival event.
He can be found on the Roof of the Bank. The only way to reach him is via the Salty Sailor Tavern, go to the roof and make your way round to the Horde flight Path. Look to the next building and he's on the roof.
He starts the quest
